And yes, in my opinion
PS > GIMP & PhotoFiltre > Paint
So... if you have the chance, get Photoshop, but you can also get some pretty good results with GIMP or PhotoFiltre

Yea, since PS is not free (and be sure, you'll get a warning for offering warez!), you should try GIMP / PhotoFiltre / Paint.NET. Anything that has an opacity-feature (I think, PF doesn't have it, but I could be wrong now :P) works well. Brushing with a low opacity can give you pretty cool shading effects
