Uhm... so you want a WEAPON that plays a song and after 3:39 minutes everyone should explode gorely... hmmm...
Dunno why you want a WEAPON, since i'm not sure, whether T3 methods will work same way with T1 (or T2?).
I would recommend you to create a T3, give it a frame with a LONG wait, playing that sound (dunno, but the wait for 3:38 should be around... 5000+ maybe... timing is the poitn), and after wards jumping to chars via itr:8, catchign them with itr/kind:3 and state:18, bringing them to a special frame (that you would have to add in ALL char files) which causes the explosion and makes the char disappear afterwards...
Good luck with doing that, your chance to success are... uhm... not very high XD

In the on_ground/just_on ground frame play the song, set the wait up to the time the song end then opoint out a ball wich will go to the char position via itr/kind: 8 and then it opoint out a type: 0 bdy so the char can interact and go to that explosion.

what about some kind of black hole too? with that annoying song. it will piss off all. and under the time the song is played, it kill all. not after the song. when the song plays.
