Most of your sprites look quite wide, so a suggestion would be to make him slightly thinner

Looks much better than previous spriting attempts. Just another thing you could improve on: don't make chars too blurry. Blurring can be good when illustrating fast movements (check Bandit for example, his rowing/flip-sprites are relatively blurred) but shouldn't be used in "calm" frames such as standing. Those should be much sharper

Hwoarang sprite is nice!
Shading is good,his feet are a bit flat,hair is really well made...stripe on his right arm has a wrong perspective.

First of all, i recommend that you save the sprite .png because the picture is alot smoother.I cannot really give a good c&c at a jpg sprite but as far as i see, the proportionsare um good, besides the fact that i dont really like the left hand,The color palette is good but i cant c&c you about the shading because i cant make a clear view of the sprite. Overall yes its good, seeing your first sprites i can tell you that you have really improved, good job.^^
