Btw, I'm almost done my ToyBandit (yes, i changed the name). Just need to solve the cloud problem and recolour it that's all. Yong Zee, i show u tmr. Want to know if it's over-powered.

The data seems fine to me. It should do at least something...
Have you added id: 299 to your data-document? You will also need id: 298 and 297 to make it work properly. And does the explosion work by now?
I wouldn't advice you to take data from already modded chars btw. Not only that they often need stuff in the character itself( with isn't the case here, though), some people aren't very pleased if you do it. Nobody really forbids it, but also only few want it.
