Good programs (with links! just click on the program name!)
1.GIMP
Free, and comparable to Photoshop. It might be hard to get used to it at first, but it's not THAT hard anyway.
2.Photofiltre (English version)
Not as professional as GIMP, but good for a foolproof graphic editing. Quite easy in interface and all that. Lacks the layering system though.
3.paint.NET
A simpler version of GIMP, but more advanced than Photofiltre (kind of in the middle of these two). Has the layering system, and easy user interface.
