That's be interesting, it allows for characters to use a slowing effect or even a time stop. However there are a few notable flaws:
1) This slow works by directly adding a fixed time number. Which means the slow is uneven throughout a character's move - a character who normally needs 1 TU to execute a move(assuming timer is 1 TU) become 2 TU; twice as long. But the next frame is by default wait 4, and timer only adds 1, so the character isn't slowed much except at the beginning. It would be much better if you could use a %-based slow.

2) If a character is slowed or frozen in specific frames like frames with movement (dvx/y) or has an itr in that frame, it will create issues. In the first case, because the frame lasts longer, the character moves more than he is supposed to. In the second case, it means you can freeze someone there and he'd still be able to hit enemies. Imagine if you froze Dennis in the middle of his DvA multi-kick move - he'd basically be able to tank an entire army in front of him.
