if some one (no not the user) rates you negative rate them back its as simple as that

Eh this must not happen.Rep system is used to give your opinion for him/her.
1.If you rate+ means you like user for some reasons and you need to write these reasons.
2.If you rate0 means you don't like the user so you can't give him a positive,but you can't rate him/her negative because he/she has not done anything bad.
3.If you rate negative means user has done bad things.
These problems which are happening,happen because admins have not write rules for rating (or even if they have wrote nobody have seen that thread with these rules).
For me right now rep system need to be disabled.Or if admins wrote some rules,users can follow them.And if they make stupid rating,they need to be warned.

is one of the reasons it was disabled some time ago.
I was a supporter of rep-reenabling, but now... i would vote to disable it again.

Then for what is it used? As I said admins should wrote some rules like these in my last post.So members can understand for what is used this system.Even if I am not too old here,I have seen that rep system has been disabled several times.I don't know for what reason,but I think for stupid ratings and all this was/is happening because members don't know how to use it.
I know that a lot of user give those rep+ like "welcome back".
In fact,sometimes I have given rep+ like this.Why?
I have given those kind of rep+ to motivate them (mostly new users).Then I have thought to rate them seriously in a near future (example with kushagranjik).(Also I have seen sometimes Bamboori doing the same same thing.)

You have seen my rep status and there are to many neutrals.These neutrals have helped me to repair my mistakes.So I didn't have those neutrals,I would not know where am I doing wrong.So rep0 are helpful/necessary.

well perhaps allowing thumbs up/down to change the value of the rep by a whole point might be too much and lead to even more rep spamming - the usual notation 'x of y members found this rep appropriate' might be better, allowing you to look for the most agreed on comments
the ratio of agreeing/disagreeing members could then create the actual rep value
so if blue gave silva +2 rep for all his awesome hex achievements and 50 of 100 members agree with that it would amount to a total of +1
and as we all know normal users can only give +1 the usual rep values would range btw 0 and 1 (-1 for negative rep) depending on how many ppl agree

I have seen this post before and I agree with this but not totally.
For me just comments and thumbs up/down.Then per will be decided from these thumbs.
Example: user with 30 thumbs up in total and 10 thumbs down in total will have 20 rep.

May I propose a concrete forum rule concerning reputations?
Something like this:
Thou shalt not give someone a positive reputation for any reason not pertaining directly to the LFE forum.
Thou shalt not give a negative reputation for anything except a direct and flagrant violation of a forum rule, or repeated less serious ones, wherein the user does not show any sign of changing his or her behavior no matter what happens.

FOLLOW THE RULES!
Rule 1: English only (+10%, 1 week)
The forum is a meeting place for people from any nation to talk and have fun. Therefore, to ensure that everybody is able to participate and understand you, please stick to English with proper spelling and grammar.
Rule 2: Think before posting (+10%, 2 weeks)
Spam (posts that contain literally no useful information at all), off-topic discussion, gravedigs (posting in threads that have been inactive for several weeks) or generally senseless posts (posts that are hard or impossible to understand) of any form won't be accepted.
If you want to ask questions, search the Mainsite ( http://www.lf-empire.de) or the forums first to check if your enquiry has been answered elsewhere.
Rule 3: Etiquette (+30%, 2 weeks)
Generally, common sense applies here. Do not offend, harass, curse, show disrespect, or be rude towards anyone. Newcomers shall be treated, like anybody else, with respect.
Additionally, sexual or illegal content (such as pirated software, plagiarisms) are not allowed and will immediately be removed.
Rule 4: No multi-accounting (+40%, 1 month)
You may only have one single account on LFE. Bans will be allotted upon disregard.
Rule 5: Follow posting guidelines (+10%, 2 weeks)
- As LFE offers you to select differently colored themes, submitting posts with excessive color formatting is strongly prohibited as it possibly makes it hard to read them in other themes.
- If you submit an excerpt from .dat-files, use [code=dc]Your code here[/code] for clear presentation.
- Use descriptive titles when posting a thread. “Help” does not tell a whole lot.
- Click the [Solved]-button when a thread of yours has been cleared of your problems.
Rule 6: Follow profile guidelines (+10%, 2 weeks)
- Please keep your signatures under 150 pixels in size, including text. Refrain from using animated pictures as they can take longer to load on some computers. Using sounds or anything which interferes with the forum layout is forbidden.
- Do not upload avatars larger than 100 KB.
Rule 7: No backseat moderating (+10%, 1 week)
If you feel that a person has broken one of the above rules, please use the report-button located under each post. You may write the user a personal message (PM) but do not post in the respective thread to inform about the violation.
