few questions?
What's happened to Julian in orginal Lf2 when they beat him.
Is he stay still same? Maybe little less stronger because at the moment he is the strongest in lf2 game. Our main villian (General) should be as strong as Julian right now (in the game !!)
So We could take away some moves from his moveset and add few little less stronger.
And What about Julian's mask?? He already wears one, right? What about deleting Julian. I mean respriting him with whole new look as a human ( without mask). I had theory that Julian is actually a human with mask that gives him power of dark magic. And that might by 5th missing mask that Little fighter stole from Julian after his defeat? Then General in stage 5 found out that last mask is with Little fighters.

And idea of werewolf is unclear for me. He is just there for no reason guarding mask stage 3

Julian was able to recover because of the power the mask gave him. The story continues 2 years after. During this time, Julian has been searching for the masks because he wants to find them all for himself. He's equally strong as in the original game and both the main villain and general are supposed to be even a tad stronger than Julian.

We are missing some info.

1) How were the masks created (if created on earth), or how where the masks brought to earth?
2) Where does the main villain come from?
3) How does the main villain know about the masks?

1) I think we needn't go that deep, but still maybe some dialogue like "Our ancestors have kept the masks protected from the greedy world since the time they were found scattered all over the world" by Wizard.

How about this:
1, 3) the masks were created by Julian's ancestors (magia mask = dark power) but he lost the map. That's why Julian is also looking for the masks.
2) the main villain is the leader of a clan that wants to create a new breed of only the strongest fighters.

I imagine the main villain to look like a brown guy for some reason.. according to this story my brain gave him a very "Zangeef" from Street Fighters image. Don't know if you guys like that.
