There are some flaws, indeed, but overally it has a great potential.
It needs a lot of cleaning, sharpening the moves and overally sophistication and experience.
There's a lot you can improve, but it's nice to start with things like this.

Did you work in different layers?
It feels like you didn't..
The face needs some work (especially his right eye), and I suggest you to "blend" in the different shades in the coloring using the smudge tool or something similar.

That is really good for a beginner(if you are one) . I can really see the DBZ style going on there. I may not worry about proportion problems if I were you. Other than that, you can try focusing on the muscle shapes. Good luck!
