First you modify the characters. Just copy all bdys and paste them into the frame a second time. Then add 1000 to the y-value.
Next, add an itr/kind: 3 (at y: 1000) that is a bit larger than the existing itr. At the target frame, you need to use state: 9, wait: 0 and a cpoint which brings the character to a new "attack". This attack is the new effect. In out case it's a clone move. After you activated a clone he's hurt so he doesn't have 500 life points anymore.
